Uganda Community Based Association for Women and Children Welfare (UCOBAC) is a Non-Government Organization in Uganda whose mission is to promote human rights and improve welfare of women and children in Uganda using community based initiatives.
A Legacy of Progress: Our Journey since the 90's
Uganda Community Based Association for Women and Children Welfare (UCOBAC) is a Non-Government Organization in Uganda founded in 1990. For over 35 years, we have worked with millions of children, women and youth empowering them to transform their lives as individuals, families and communities. Emerging from being a purely child-oriented organization, UCOBAC provides holistic, comprehensive, sustainable programs focusing on empowering and transforming children, women and their communities.

Our Legal Status
UCOBAC is legal and duly incorporated as Company Limited by Guarantee as provided in the Companies Act CAP 106. It is dully registered under the Non-Governmental Organizations Act of Uganda as a Non-Governmental Organization (NGO), Registration number S.5914/443.
UCOBAC is legally bound by Memorundum of Articles of Association incorporated on the 4th day of December 2024 as well as a Constitution which serves as foundational legal and governance framework. It defines the structure, rules, principles that guide how we operate.

- To identify and define vulnerable women and children, their needs, and priority programs
- To plan, design, and implement programs to promote the rights and welfare of women and children
- To advocate for positive welfare policies, laws and programs to meet priority needs of vulnerable women and children

Our Programs and Initiatives
UCOBAC is dedicated to empowering and transforming communities through its core program areas including Child care and protection, Women’s Land Rights and Climate Change and Resilient Livelihoods.
UCOBAC Theory of Change
UCOBAC’s pathway for change stimulates a bottom-up development and human rights-based approach that positions people at the grassroot levels especially women and girls at the center of development and decision making at local, national, regional and global levels.
We envision empowered, resilient and transformed communities where grassroot communities have the capacity to address their development challenges and spur systems change through mobilization of resources, development of development practices, transformation of gender norms as well as influencing and changing public policies and practices at local, national, regional and global levels. We capitalize on existing social networks, institutions, structures, platforms and alliances to collaboratively influence change and spur sustainable development.
UCOBAC Strategic Direction
UCOBAC’s operations are guided by periodic Strategic plans that provide a clear and actionable roadmap for the organization’s operational priorities over a five-year period.
The Strategic plans are aligned with the national, regional and global development goals and aspirations particularly related to advancing empowered, resilient and transformed communities through advancing women and girl’s empowerment and gender equality. The Strategic plans foster better coordination, efficiency and effectiveness, transparency and accountability in UCOBAC’s operations. UCOBAC’s strategic plans development process is anchored in a bottom-up participatory processes that position grassroot communities, specifically grassroot women and girls at the center of organization decision making and priority setting.
Meet our Executive Director
With over two decades of experience working alongside grassroots women and communities in Uganda, Frances is deeply committed to achieving gender equality and sustainable development. Her work spans key areas including land and natural resource management, climate change, sexual and reproductive health, gender-based violence, and children’s rights. Driven by a passion for gender equality and social justice, she leads with integrity, empathy, and a focus on empowering vulnerable communities for lasting change.
