Ms. Grace Angeline Chelimo

Board Chairperson


Ms Chelimo is the Resource Person for Land Justice at the Justice, Law and Order Sector Secretariat. She previously served as the coordinator for the Justice for Children Programme at the Center for Justice Studies and Innovations, Human Rights Officer-Legal at Uganda Human Rights Commission and a Lecturer at the Centre for Social Justice of Nsamizi Training Institute of Social Development, Legal Practitioner and Consultant.

Mr. Shafiq Butanda

Vice Chairperson


Mr Butanda is the principal probation and welfare officer at the Ministry of Gender and Social and Labour Development. He has expertise in Child Protection, Gender and Sexual and Reproductive Health. With his expertise, he helps to position UCOBAC to engage with the government in its complementary role of advancing women and children’s rights and welfare.

Mrs. Loretta Owino Okeny



Loretta is a Feminist, Gender equality and Human Rights activist who firmly believes in social justice with over 12 years’ experience in the NGO sector, implementing Human rights programs in Sexual and Reproductive Health and Rights, Gender Based Violence, Humanitarian Setting assignments and Monitoring and Evaluation (M&E). She has a Master of Arts degree in Human rights with a focus on reproductive health rights and a Bachelor of Arts degree in Women and Gender studies.

Ms. Solome Mukisa

Strategic Director


Ms Mukisa is the Strategic Director at UCOBAC and also the former Executive Director. She was a member of the 1995 Uganda Constituent Assembly and also served as the Director Women Affairs at the National Resistance Movement Secretariat. She is a known Ethics, Democracy and Development expert who is passionate about community development, women and children’s rights. She also has vast experience and knowledge in gender, women’s rights, management, and governance.

Ms. Ndagire Mary Noeline

Representative Central region


Ms Ndagire is a Senior Community Development and Gender Officer at Mubende District Local Government. She has vast knowledge in Grassroots/community perspective in transformative programming which has supported UCOBAC in designing appropriate and effective programs in communities.

Ms. Frances Birungi-Odongo

Secretary / Ex Officio Member


Ms Frances is the Executive Director of UCOBAC. She is a feminist and a passionate gender, and human rights and development expert with over 19 years’ professional experience in designing and managing programs aimed at accelerating progress towards attaining gender justice through promoting women and girls’ rights including; Land and Property Rights, Sexual and Reproductive Health and Rights, ending Gender Based Violence, promoting women’s self-efficacy, agency and leadership and advancing gender just climate change action.
